Can I use Har-Bal offline ?

I just noticed that Har-Bal ask for license if I try to start the program offline .
Do I need to stay connected to internet while using the program ?

It does NOT need to be connected to the internet but it DOES need to have an ACTIVE network device because it uses the device physical address as a means of authentication. You must have turned off your network device after installing the key.

The typical approach to running Har-Bal is to have the in-built ethernet device active but not connected to anything.
