What files exactly are you trying to open as a reference?

You cannot open HB2.3 reference .anl files nor HB2.3 .mfl files. They aren't compatible.

Yeah, that would be my fault. On Windows 7 files under Program Files are restricted access for non-administrator accounts by default. I should have and will move the ini file to ProgramData folder instead, though that won't help you right now. You should be able to work around this by logging in as ...

There's an issue with the file pointer size in that build that limits it to a 2GB file size. My latest build (that I haven't sent out) should fix it. Can you send us an email later on sometime today and when I'm back at the office I'll put together another install for you to try.
