No doubt it adjusts the sensitivity of the meter and represents the level that 0VU correpsonds to. IT would be for calibration purposes. Get a 0VU reference signal and put it into the meter and adjust the knob so that it reads 0VU.
To tell you the truth I'm not sure what level 0VU corresponds to. I have vague recollections of it being the same as 0dBm into a 600 ohm load though I'm not certain about that. If it is then that would correspond to 775mVolts RMS.
