I get through Har-Balizing a Song, pull up my saved Filter File for Reference & make final adjustments. Now I click on Match Loudness Cursor then select the Peak ranges in the Song but nothing happens. What am I missing?

Do you have a reference open? A filter file isn't a reference though it can be part of a reference. You need to open a reference wav or anl file using the File/Reference/Open menu command. If there is no reference loaded then the match loudness tool will do nothing.
